Emerging mkts performance

I’m still deciding how i should invest my emerging mkt position. As i was doing my research, i was shocked by the underperformance of 2 of the top 2 active managed emerging mkts fund available to me. With this kind of short term underperformance, does that mean I should take the estate duty risk and stick with ETFs for emerging mkts?
